Scott Celley is the Managing Partner of Trifecta Communications, a Phoenix-based government, public and community relations firm providing strategic advice and direction to organizations seeking to establish or enhance positive brand visibility and reputation in the marketplace in Arizona and beyond. He has extensive experience in senior government and corporate positions, leading both crisis and reputation management programs. Appointed in 2019 to the Maricopa Board of Health, for the nation’s fourth largest county, serving on the citizen panel advising the County Public Health leadership throughout the pandemic.
Prior to Trifecta, he served for ten years as Vice President of External Affairs at TriWest Healthcare Alliance, overseeing the communications, government relations, and marketing activities of the company – across 21 Western states. He has more than 30 years of experience in the government relations and communication arena, including service as a Senior Advisor to both federal and state officials. Prior to joining TriWest, Scott was a Senior Advisor to Governor Jane Dee Hull, serving as the liaison between the State of Arizona and the federal government. He also served as the Chairman of the staff council of the Western Governors Association and represented Arizona on the National Governors Association Energy Task Force.
Before joining the governor’s staff, Scott was the Director of Government and Public Relations for Maricopa County, the nation’s fifth largest county. Prior to his work at Maricopa County, he was the Regional Director for Senator Jon Kyl (R-AZ). In that position, Scott represented the Senator across the state on all federal issues. He worked in Washington, D.C. for 12 years for several members of Congress, including eight years on the staff of Senator John McCain (R-AZ).
